Fuzail A. Rizvi is the founder of STAR Capital, R&R Care Operation, and an operator-led investor focused on acquiring and building durable, cash-flowing businesses in regulated and essential-service sectors. With deep experience in multi-site healthcare operations, he has led the ownership and operation of assisted living and residential care platforms across the Eastern United States. Prior to STAR Capital, he was a Director at RD Capital Partners LLC, a UK-based healthcare investment firm with more than £600 million in assets under management. His investment philosophy combines disciplined acquisitions, hands-on operational oversight, and a long-term approach to value creation.

Vice President of Operations – STAR Capital
Roohi Rizvi serves as Vice President of Operations for STAR Capital, overseeing day-to-day operations and strategic direction across key residential care facilities within the STAR Care Network. She is focused on strengthening care standards, improving systems, and supporting teams to deliver consistent resident experience.
Prior to her leadership role, Roohi served as an operational consultant, contributing to performance improvement and quality initiatives. Her leadership style is rooted in compassion, attention to detail, and a deep commitment to the well-being of both residents and staff.
Senior Administrator & Director
Jain Jose serves as Senior Administrator and Director at R&R Care, bringing a strong record of leadership in healthcare operations and organizational growth. He has held senior management and regional director positions throughout the long-term care industry.
In his role, Jain guides administrative operations, long-term planning, and business development initiatives. He provides direct oversight of the Elton and Waterbury Garden Residential Care Homes and is dedicated to advancing R&R Care’s mission of Quality Care with a Community Focus.
Jain holds a Master’s Degree in Clinical Social Work and is a Licensed Clinical Social Worker (LCSW) in Connecticut. He lives in the Berkshires of Massachusetts and enjoys time with his wife and daughter. Outside of work, he’s an avid motorcycle enthusiast.
Executive Director-STAR Care Network
Greta Shuler is the Executive Director at STAR Care Network. Mrs. Shuler has unbeatable years of experience as she started working in healthcare when she was 17 years old. She has worked as an administrator for more than 23 years. A seasoned veteran of the senior care industry, she has worked in the family business at Shuler Health Care in the healthcare industry for more than 37 years. It is a joy for her to welcome someone to our community and to see it become “home” for them.
After work, she enjoys spending time with her husband and her family, the grand-babies are the best, of course! She also enjoys gardening and cooking.
Administrator-in-Training – Shuler Health Care
Kayla Rogers is our new Administrator-in-Training. Kayla grew up at Shuler Health Care; her Mom (Kim) was an administrator for 35 years.
Kayla began working at Shuler Health Care in 2007 and has performed every role from CNA, MedTech to office manager until she temporarily moved to South Carolina. Her love and care for the residents brought her back to Shuler Health Care in 2023.
She has a passion for the people and a love for the healthcare industry. This is home to her. Kayla looks forward to growing and continuing to better this community with her administrator license in the near future!
She is a mom to 2 beautiful daughters.
Administrator – Goose Creek Manor
Marie Ariza is the Administrator at Goose Creek Manor. Marie has been working in the healthcare business for more than 10 years. Marie started working for Goose Creek Manor as a Med Tech and caregiver and was promoted to Assistant Manager/office manager. With her skills and potentials she has become the Administrator.
Ms Marie holds a Bachelor of Science in Civil Engineering degree from the Philippines. Her dedication in caring for the elderly has driven the team at Goose Care Manor to be more inspired and dedicated to their job, providing a greater atmosphere for the residents we care for.
Administrator – Cypress Manor
Ms Simpson is from Roper, North Carolina. She has over 20 years of experience in the healthcare field. She started her journey with Early Childhood credentials in 1999 by becoming a daycare provider and then slowly transitioned to adult care. She joined Cypress Manor in 2001. Making sure that the residents are safe and healthy is her top priority. She considers Cypress Manor residents as her own family.
Ms Simpson is married to a loving husband and has four wonderful children. She loves fishing and spending time with her family in her free time.
